Introduction of quotas will only encourage the "black market"

Introduction of quotas for foreign books will not rescue Ukrainian publishers but can seriously harm native book distributors.

Vyacheslav Kyrylenko, the Vice-prime-minister of humanitarian aspects, plans to achieve introduction of quotas for book import in Ukraine. The project of this Resolution will be laid before the government during this month.

The quota arrangement is designed to limit the import of books from Russia, but it will also influence products of Ukrainian publishers that are printed abroad. The project of Resolution is already approved by the interdepartmental commission supporting development of Ukrainian book publishing and distribution.

Highly respected Viktor Andriyovich! Ukrainian Association of book publishers and distributors addresses you with a question that needs your immediate personal intervention, because, as the experience shows, this problem can totally overcome your Decree “About some measures for development of book publishing business in Ukraine” (March 21, 2006) and lead to a serious crisis in one of the branches of publishing business – book trade, which is in very critical condition already.
