"Tax remissions alone can not help Ukrainian publishers. In Russia such privileges are effective since 1995, in Ukraine they were put into operation only one year ago.

Russian publishers have occupied Ukrainian book market since 1995. Thats why quotas can fix the situation", Nikolay Kravchenko, the director of the Nora-Druk publishing house, thinks. "The government plans to put quotas on certain genres and categories of foreign books.

However, customs regulations do not prescribe division of books by categories. They are all printed products. Above that, one single truck can carry several hundreds of book titles. It is going to be very hard to examine them all", Klimashenko said.
